Yes, though he got hurt and only pitched in 9 games in 2003.

Not really. He missed all of 2003 and made fewer than 40 appearances on
either side of that in 2002 and in 2004.

And as your list shows, many of them have been hurt for a significant
period of time. The lowest appearance total for Weathers since he was
with the Reds the first time was in Milwaukee in 1999 with 63 GP.
