:You can trade minor league talent if you have solid drafting and
:scouting in place.

And an owner willing to lay it out to sign the young prospects.
Pads have been too cheap to draft the best guy available.
They've drafted the guy they can afford.
When MLB.com recognizes "signability", you know they're
being obviously cheap.
