Simply because half your games are played in that one park.
Tayloring a team that can play everywhere sounds great,
but cheap-ass Moores struggles to payroll a team that
can play at home, let alone anywhere.
So given the fact that the Pads are payroll crippled and will
never dominate everywhere, they should at least strive to
be competitive at home and accept that at some road
parks that will be to their disadvantage while at some others
it won't.

Why would you act like all the road parks are the same and
all would put a Petco team at a disadvantage?
Fact is that all the road parks are different, and the Pads play at
most 9 road games in any opponents park as opposed to 80+
at Petco.
If your home park puts you at a disadvantage, no road park
advantage is gonna come close to overcoming that.
